Outlook should let Outclass initialize before it starts to Receive

I *love* Outclass! I want Outlook to automatically Send/Receive every X
minutes, but pause even 30 seconds on start-up/opening to let Outclass
initialize first.
 
Then write Outclass to start working with Microsoft on integration.
