Outlook should let me decide the account on which to send email.

The Send/Receive Email settings in Outlook 2003 shipped with Office 2003 is
clunky and unreliable.
If I try to send an email and the email server which it first tries to send
is unavailable, the email cannot be configured to send on another server
unless the first sever account is deleted.
This brings me to another point. Outlook 2003 doesn't allow for the
importing/exporting of *.iaf account files. Outlook Express & Outlook 2000
can, so why not 2003?
There is no News command in the Go Category in the Customize Toolbars dialog
as suggested by Help.
IMHO Outlook 2003 has stepped backwards on quite a few features.
 
Importing of iaf files was only supported in Outlook 98 and Outlook 2000 in
Internet Mail Only mode.
You should have no need to delete an account to send mail from aspecific
account. The accounts button in the message toolbar allows you to send from
any account. You might just need to move the message to drafts first to
prevent the failed send.

This problem has been address innumerable times in this very group. To get
the News item back, open IE and click Tools>Options>Programs and select
Outlook Express as the newsreader. If the next time you run Outlook Express
it asks you if you want it to be the default newsreader, check the "don't
ask again" box and click No.
