It should be left to individuals to decide whether to receive an attachment
such as an *.mdb
Security risk posed by VBS code is understood by some users, and many object
to Microsoft making decisions for them.

I am able to open them. I am using Outlook 2002 (XP) with all current
updates including the XP operating system sp2. I get a series of "Are you
sure you want to do this?" messages from various programs, including
Outlook, and my security programs and one of them likes to rename the file,
so I end up saving it, renaming it and opening it that way. If I remember
correctly that is one of my security programs doing the renaming. I don't
believe Outlook is doing anything worse that prompting me with an alert box.

Yep, Attachment Options sure beats doing it through the registry, but
the OP never bothered to search Microsoft's Support Knowledgebase
(http://support.microsoft.com/) to see if there was a solution or
workaround (http://support.microsoft.com/?id=829982), but that's typical
for users of the webnews interface.
