Outlook shortcuts

How does one add shortcuts to local system file folders to the Outlook
shortcut pane? I want to be able to click and drag emails from my accounts
to my harddrive in a specific location of my chosing. Outlook XP was able to
do this.
 
Outlook 2003? You can only add them to the Shortcut pane - just drag the
program or the shortcut to the group on the shortcut pane.
