Outlook service running - prevent Windows shutdown

Each time I open Outlook another service is started.
Then I attempt to shutdown Windows and I am prompted to
either wait or terminate the service(s) before shutting
down. It's easy enough to click the button to terminate
the service, but why are the Outlook services not
terminating themself when I exit from Outlook?

Thank for your advise.

Are you using a PDA, fax software, any other software such as Franklin Covey
Plan Plus! that accesses Outlook?
