outlook send/receive Progress error

upon receiving my hotmail inside outlook, I am contimnually getting:
A CONNECTION TO THE SERVER OULD NOT BE ESTABLISHED
HTTP://OE.MNS.MSNMAIL.HOTMAIL.COM/CGI-BIN/HMDATA IS NOW IN OFFLINE MODE.

!TASK'STU'S HOTMAIL: FOLDER: INBOX SYNCHRONIZING HEADERS' REPORTED ERROR
(0X800CCCF0);'THE SERVICE IS CURRENTLY UNAVAILABLE. TRY AGAIN LATER. THE
SERVER RESPONDED 'SERVICE UNAVAILABLE'.'

why????? Outlook has read my mail from Optonline and Road Runner, but not
hotmail. ??? Stu

why????? Outlook has read my mail from Optonline and Road Runner,

When was the last time this worked successfully? The message seems to
indicate a problem on the Hotmail side of things.
