Outlook Send Button not working

Using Outlook 2003 with no problems. Installed Norton Password Manger 2 days
ago. Seeing new behavior in Outlook: 1) Enter new e-mail 2) Hit "SEND"
button 3) e-mail moved to OUTBOX with no date stamp. 4) F9 Send/Receive
won't process the new e-mail
Trying to decide if this is related to NPM or something else
 
Remove NPM and see if Outlook is back to normal. Norton is known to cause
problems sometimes
 
Removed NPM and no difference in Outlook behavior. Still seeing New or
Edited e-mails in OUTBOX with no date stamp.
