Outlook Security Forms will not update membership properly

I am using security forms to allow mail delivery to not prompt when an
application uses it. When I go to edit the membership of the required policy,
Outlook hangs. It does it on other PC's as well. I then 3 finger outlook to
end it. I go in and the membership has the right people in it but the policy
will not apply to them. I create a new identical policy and the policy saves
and applies properly.

It is unacceptable that I need to recreate the policy everytime membership
changes.

I am running EX2k3 and Outlook 2k3 has anyone else ran into this ?

Make sure you are using a profile that is not using Cached Exchange mode.
Edit each security settings item by using the Edit | Revise Contents
command.
 
Profile is clean. Used edit|revise contents. Both the "save" and the close
button cause big problems. Both cause me to restart outlook. When I return to
the template the changes are there but the new members dont work.

I was thinking about just using a security group and changing membership
that way. Seams pretty hoaky.

If I create a new template and assign the users it will save and apply. I
notice that when outlook is screwed up it will throw an error when I open the
trusted code page.

I cant beleive no one else has ran into this...

Needs to be a distribution group. Supported only on Exchange 2000/2002.

You mean create a new security settings item in the folder, not a new
template, I presume?

What error?

Is the form published to this folder and nowhere else?
