I am using a lists of rules for do some auto message depositing into public
folders. How do i overcome the 32KB rules file size issue here? does outlook
2003 offers greater rules file size? or any tricks I can learn here? Please
enlighten.

The 32KB limit is fixed within the Exchange server since that is where your
rules are being stored. The limit cannot be changed.

Start reviewing your rules and use Boolean logic to determine which ones you
can combine or how you can define short-circuit rules that obviate the need
for others. For example, I've seen users that had a rule with hundreds of
e-mail addresses for recipients rather than use a distribution list, or by
creating another contact-type folder and use a rule clause that checks
against the list of contacts listed in that folder.
