Outlook rules can't be modified

One of my users is having an issue with thier Outlook client. In the
Rules wizard the options to Modify/Delete/Copy the rules are all
grayed out. There are no way to modify the rules once they have been
created! I have searched MS Support and through the news groups, but
have had no luck finding a fix for this issue. Anyone who has found a
fix for this I would appreciate hearing how. Thanks.
 
I found a way to fix the problem but it's a real pain in the butt. Here it
is:

I use Outlook 2002 xp for my email which is where I was having the rules
problem. But I also have outlook 2000 on another pc. I copied my outlook xp
pst file with the bad rules over to the other pc and opened it in outlook
2000. The rules did not transfer for some reason. I then created new rules
in outlook 2000 and named them exactly as they were named in outlook xp pst
file. Then I imported the new outlook 2000 rules into outlook xp. I closed
down the rules wizard in outlook xp. I then reopened the rules wizard in
outlook xp and upgraded the outlook 2000 rules to outlook xp format when
asked. Even though the rules I imported had the same names as existing rules
it added the rules to the list of rules but didn't replace them. However,
for some reason it made the broken xp rules available to delete, modify or
rename. So I deleted all the broken rules which were now available to be
deleted and also deleted the rules I imported from outlook 2000.

Weird huh? I think I have too much time on my hands.
