Outlook: Remove "Reply to all Button" but keep functionality

The "Reply to All" feature is constantly abused with countless unnecessary
emails being sent. The "Reply to All" button should be removed, and a menu
driven process be used, to make people "think" before them send email blasts
unnecessarily.
 
My problem is the opposite - I forget to use it. :) There is at least one
3rd party utility that will ask if you are sure when you attempt to send
using a reply to all. (sperrysoftware.com - alone or bundled in You Perform)

You can use a group policy object to disable this or any other toolbar
button. The ID is 355.
