First sentence: No. Export saves items into another file (from your ..pst *file*).

So what's your real question? Why Outlook cannot export its items into a directory structure similar to the hierarchical structure in its .pst database *FILE*? Or that you cannot view directories and their files inside Outlook?
Well, you can actually view directories in Outlook by specifying a path in the Address toolbar. Not quite sure why you want to use Outlook as a substitute for Explorer.
While DBxtract works on OE to extract messages (for each .dbx file), I haven't heard of anything extracting items (e-mail, calendar, journal, tasks) from Outlook's .pst file and also save it in a directory structure that matches the hierarchical structure in its .pst database file. But that doesn't mean there isn't something out there. It's just that I've not heard of it.
What good are the e-mails, tasks, calendar events, and so on outside of Outlook? Are you trying code another manager to handle these? The .pst file is a Microsoft proprietary format so you need their client (Outlook) to read it. You can export the items, say, into a file in comma-delimited format that can then be imported into a database client, like Excel.
