Outlook PST File won't compact

Need some suggestions ... I have compacted Outlook PST file in past years,
but now it immediately returns (one second) without compacting. No error
indication; it just doesn't do anything. Outlook 2000 on XP Pro. PST is about
550 Meg currently. I normally compact it about once per year. Google searches
give returns all dealing with "How to Compact". Nothing dealing with "What to
do if it won't!".
 
First thing to do is to run ScanPST.EXE on the file to see if its been
damaged at all. Then try compacting again...
 
The .pst file must lose about 10% of its volume through deletions or
archiving in order for it to compact.
