Outlook process but no Outlook

I tried to get help on my problem directly, through MS
tech support, but apparently I've exceeded the Email
support threshold. Here is my problem:

1) I double-click the Outlook icon on my desktop and after
watching the hourglass... nothing! I used the Task
Manager and found that an Outlook process was running, so
I deleted the process.

2) When I double-click the icon again, I get a dialog
window that states Outlook was stopped inappropriately and
given an opportunity to continue or start the application
in Safe Mode.

3) I openned Outlook in Safe Mode, reviewed various config
options (no apparent problems with the setup), then shut
down Outlook. The next time I double-click the icon,
Outlook starts up fine.

Every time I reboot my system I have to repeat procedures
1 and 2, described above. However, I simply bypass the
option to start in Safe Mode.

Does anyone know how to resolve this issue?

I would check to make sure your system is completely current with all
patches. Also, run the detect and repair within Outlook. If you have your
mail delivered to a personal folder then a scan on it using the scanpst.exe
tool.
 
Check your antivirus software.

Norton is notorious for messing up with outlook. With Norton its not enough
to disable it you need to go in to norton settings and disable mail
protection.
