Outlook Personal Folder Backup Tool Methodology Question

Does the Outlook Personal Folder Backup Tool handle backups via full backup
or byte level for changes. Is there a White Paper detailing its backup
methodology? Thank you in advance.

I'm wondering about the methodology as well.

In an earlier post I posted my problems with this tool. How does it
note the last date of a backup? Something is keeping the automatic part
from working on my system. It used to work, but now it won't. I
receive no errors...just NO BACKUP unless I do it manually by clicking
"Save Backup."
 
It might be using a hidden item in the PST file itself to store that
information. I didn't find anything obvious in the registry.

Any ideas on what would keep it from working automatically? It has
worked in the past! I'm frustrated with it.
