Outlook Out-Of-Office is Missing

I am using Outlook with a POP3 account, not Exchange. On
the Tools menu, there is no option for Out-Of-Office.
How do I create an out-of-office response just for new
messages received (not going to all the old messages in
the Inbox)? Thank you.
