Outlook only recieving mail when first opened

Theres a department at work who like the rest of the company use
Office 2003. They have a problem whereby they recieve mail when they
first open outlook, but any mail sent to them afterwards is not
receieved until outlook is closed down and re-opened OR they use the
send/recieve button. Theyre all installed with SP1, and as far as i
can tell all send/recieve settings are as they should be.

Any ideas?

What you are describing is a problem where UDP events are not being received
by the workstation from the Exchange server. However what is odd is that
Outlook 2003 should fall back to polling the server via TCP if it stops
receiving those events. Is there anything between the server and client
that may block UDP events from arriving? (e.g. firewall
(desktop/corporate), clients behind NAT while server is on public side,
router not routing UDP, .etc. oh and before I forget it is Exchange ->
client. UDP >=1024)

About the only workaround that I can think of is to try the FixedUDPPort
registry value.

covers the registry value for Outlook 2003 if the site is trying to keep
holes in a corporate firewall as small as possible. Tip: Stay away from
ports 1024-1027. The operating system tends to grab these. (I usually
start out by assigning a port value between 10000-15000.)

ps - don't forget that sp2 for windows xp has a built-in firewall that is on
by default now. either the firewall service needs to be disabled or a
exception needs to be defined to allow communications.
