Outlook on laptop works at home but not in office

Outlook on my laptop works fine from my wireless connection at home. At work,
it doesn't send or receive ANY messages. I work at a university where
wireless internet connection is provided, but we must sign in, in order to
receive. Everything else on my computer, internet - msn messenger, works at
work but not outlook. Is there a setting that I need to change on outlook in
order for it to work at the university. I continue to get the error message:
Sending and Receiving reported error (0X800CCC0F): 'The connection to the
server was interrupted. If this problem continues, contact your server
administrator or ISP'. Please help me. I know this must be simple but I can't
figure it out.
 
What type of account are you using? POP3? Make sure that your ISP allows
remote POP3 connections (=not from their network) and that POP3 and SMTP is
allowed on the network you are on.

I think one of my accounts (roadrunner) is POP3. (How do you know?) My other
account is the university email account that I assume should work on their
network. The techs here at the university are UNHELPFUL. They just say it
must be the program since my other internet tools work.

You can see your account type by going to Tools-> E-mail Accounts...

I believe RoadRunner has some authentication method when accessing the
account through POP3 from another network. They should be able to tell you
that.

Doesn't your university account work either? What's their account type? See
if your firewall isn't blocking the connection either.

Do you think the firewall would affect only when I use the wireless
connection at the university? Remember, my outlook works fine with my
connection at home. And yes, my university email doesn't work either.
