Outlook not working after a while

I am using Outlook 2000, and after a while, my outlook quits working,
when I hit the F5 button to check for email. My questions are this:

1 - Is there a way to test the POP3 server to see if there is an
intermittent connection problem, either using Outlook or other method?

2 - Is this an issue that I could download some kind of test software or
run some routines from?

Our IT guy doesn't know why its happening, so please don't suggest to
ask him, he is clueless.

If these questions are too vague, please suggest what type of
information I will need to provide for a better response.

OS = WinXP, SP2
Outlook version = 9.0.0.2711
Using Windows 2003 Network Server

Do you get any error message? Where's your mail server? In house, or
internet?

You could try to type this in a command window:

OL2002/2003 have a 'test account settings' feature, but OL2000 doesn't, I
think. But try the above test first. Also make sure you're patched at Office
Update (link found on Windows Update).

Tell your boss there are a lot of very good IT folk out of work these days.

That error is "SOCKET_CONNECT_ERROR". This appears to be a timeout or
blocking issue, from what I can find. Check to make sure your ISP's port
numbers haven't changed, that you're not using a mail scanner, that your
firewall isn't blocking access to the server's ports, and that you're
properly authenticating to the server.
 
I tried to TELNET and these are the mesages that I got:

The thing is that they change slightly in between the <> when you reenter the
TELNET command.

Also, it turns out that after I reboot the computer, it (the email) works fine
for a while, but then quits working. The problem is that I don't know exactly
when it quits working. Do you think that means anything?

I tried to do the Telnet AFTER rebooting, and this is the message that I got:

+OK NGPopper vEL_5_9_3 at earthlink.net ready
<[email protected]>

Basically they look the same. What do you think?
