Outlook not updating from exchange without opening different message or folder

I have 40 users one one of our offices that have to change
view (open new message or different folder) in outlook to
send receive their e-mail. Clicking send receive does not
refresh (possibly because exchange manages) I have done
different tested accounts at another site and they work
normally but when I log these test accounts at this site
they too get update issue. Mail is sent out when you hit
send but it appears stuck in outbox until new message is
opened and all mail doesn't appear for user until view is
changed. Help? I have spent all morning looking through
Tech-net and still have nothing that has helped
 
I have the same problem and in my case I'm sure that it
has to do with user computers in one network and the
Exchangeserver in another and FW between stopping UDP-
traffic from the network where the Exchangeserver is.

I'm running Exchange 2000 and Office 2k, Office XP clients.

Outlook/Exchange increases UDP-ports incrementally and I
have yet not come to solution to the problem. However in
Exchange 2003 and later Outlook you are able to fix a port
and thus not have to open the entire FW.

I have a client that is having a similiar issue. Resetting IIS
temporarily fixes the issue. There have been no changes made to the
server (Exchange 2003). What is really weird is that it happens only to
one user at a time. Other users do not have the problem. I was
wondering if you found a solution.
