Outlook not showing the proper time

Why would MS Outlook(on Windows 2000Pro) show a time
different to the one on the PC. The layout is a Dell PC, the time is
in sync with our main server. . When a message is sent from Outlook
the time on the PC
is 9:30am, but the message shows being sent at 6:30am. A
user sends a message to thePC user (email) at 9:30am
and the PC receives it almost immediatly, but displays
received at 6:30am.


The problem is constant and has been on going for over a
month now. Multiple reboots.
I have checked all updates and bug fixes but not located a
fix for this issue.

1.. On the Tools menu, click Options.
2.. Click Calendar Options.
3.. Click Time Zone.
Check it carefully.
