Outlook not showing new mail on startup

Why does Outlook not show new mail on start-up?
I have to press the F9 key (send and receive all) before new mail will arrive
 
because you probably have'net set the option to check for mail

Set an automatic polling interval to get mail on startup.

After furious head scratching, Willie Hopeless asked:

This response is as much use as an ashray on a motor bike.
I figured this out for myself days before before requesting help on how to
access the configuration tab. Everything is simple when you know how to do
it!
