Outlook Keeps Running After Exit

Periodically I find I can't start Outlook. I click the desktop ison and
nothing happens.
If I use CTRL+ALT+DEL and examine running processes, I see there are several
instances of OUTLOOK.EXE running. If I close them all and then then click the
OUTLOOK icon, it starts. I find that OUTLOOK has been pulling mail off my
popserver all the time after it was (allegedly) exited.

So, it looks like sometimes when I exit OUTLOOK it doesn't really exit but
keeps on running.

Is there a way to prevent this?

I am running OUTLOOK 2000 on an XP machine at home. It's done this for a
couple years, and I recently upgraded to XP-SP2 and its still doing it. I am
accessing several POP servers; one at ATT, another at a site that hosts a web
page for me.

The general rule of thumb is that you have a 3rd party application installed
that has integrated with Outlook and it is not listing for the "I wanna
exit". Some examples of these 3rd party applications are WinFax, PDA Sync
software (e.g. ActiveSync), Outlook Addins, Antivirus, and believe or not,
using Word as the e-mail editor and Word being open at the time Outlook
closes.

It is a problem that is more common than most people realize. While
Microsoft has identified several things that can cause it, such as the
ones neo mentioned, they have not identified them all, and it is
doubtful that they are going to spend any more time on Outlook 2000.
 
Actually Diane (another OL MVP) just mentioned that Outlook Express/Windows
Address Book can cause it with address book integration. (e.g. if you
upgrade OL98/2000 IMO with WAB integration on, it will be integrated with
OL2002/2003 and cause a TSR state.

Since I don't believe in upgrades, i've never noticed it. :/
 
It is not just happening with outlook 2000. We run Outlook 2003 and almost
all our users are experiencing the sam problem: Outlook just doesn't want to
stop!
Any solutions or leads would be welcome.
