Outlook junk filter ignores my instructions

Nomatter how often I try to classify some incoming email as safe etc, it
still goes to the junk box.
How do I stop this from happening?
 
Did you perhaps put the address of the sender in the Blocked List as well?

-your version of Outlook (Help-> About)
-type of mail account (POP3, IMAP, Exchange, HTTP, Outlook Connector,
Exchange, other...?)
-any errors in their exact wording as they are presented to you.
