Outlook Installation

I recently upgraded from Windows 98SE to XP. Since the
upgrade when I attempt to open OUTLOOK I receive an error
message: "Cannot start Microsoft Outlook. A required
component is missing: OMI9.DLL. Please install Microsoft
Outlook again."
I have reinstalled three times and continue to get this
error message.
Can some one help?
