Outlook / IE does not work

I cannot connect to the internet. It says Page cannot be displayed.

I have a 733MHZ PC, 256 K RAM, 20G HD, Windows ME

I have cable connection.

I cannot get on the internet so I cannot download anything.
I am using someone else's PC to post this.

I am NON Technical.


I tried System Restore:
I get the same message ie
System Restore is not able to create a restore point.
Pls. restart your computer and try again

I tried this many times and I get the same message.

Also I gor an error message when I started my PC as follows:
Rundll
Error loading C:\Progam~\newdot~\newdot`dll
The system cannot find the path specified


Also when I attempt to open Outlook Express I get the foll. error message:

Msinm has caused an error in COMCTL32.DLL
Msinm will now close.

PLEASE HELP me. I am NON tech and need my PC /Internet to work desperately.

If you're using Road Runner and/or TW cable, you need to
reset your cable modem for it to recognize your MAC
address inside your pc- unplug cable modem- wait 30
seconds, plug it back up or call your cable company

None of your problems are Outlook related. Ask your questions in an
Internet Explorer, Outlook Express, or Networking newsgroup.

In addition to the other replies, I'd say you need to run some anti-spyware
utilities - try AdAware from www.lavasoftusa.com - in addition to calling
your ISP for tech support.
