Outlook group?

Outlook & Express are two completely different apps
Express is I believe part of internet explorer groups
Outlook is on, well, outlook groups

You're using OE. Access the MS newsgroups from the MS server,
news.microsoft.com, then look under microsoft.public.outlook and
microsoft.public.outlookexpress.

They are two different programs so there is no "outlook/outlook express"
newsgroup.
