Getting an error message when opening up a Outlook form from the
organizational forms library. the error message reads. "The form you
selected could not be displayed. The form required to view this message
cannot be displayed. Contact your administrator." For some people the form
opens and when you send it on the next person can't open it or some people
get the message when they first open it. It was working now all of a sudden
it is not. Any help would be appreciated.

Thanks

Clearing the forms cache usually fixes it. Choose Tools | Options | Other | Advanced Options | Custom Forms, then click Manage Forms, then Clear Cache.

The bulk of the forms cache issues in Outlook 2003 are fixed in Service Pack 1.

Still having the issue after clearing the cache with when you choose route
you get an error saying form can not be displayed. Anything else to try.

Where is the form published?

Try deleting not just Frmcache.dat but all the subfolders in the Forms folder where it resides.

They are in the organizational forms library on our Exchange 2003 server.

Already done that.
