Outlook Folder Permissions

One of my users is unable to remove permissions from their outlook folders. When they remove and apply, the permissions reappear. If they try to change the permissions, a duplicate entry appears with these new rights. I have searched the Web trying to find an answer, but can't find anything. Has anyone else every run into this problem? We are on Outlook 2003
 
Use PFDAVAmin to check and fix permissions issues on mailboxes and Public
Folders. It's a support tool from Microsoft which is available free of
charge.
