When I try to move or backup Outlook.pst, I get an error message saying the
file is locked because "another process has locked a portion of the file" and
therefore it cannot be backed up or copied.

When I logoff and get my desktop back agaom the file is no longer
locked...for a period of time But after a while, even without activity, the
file becomes locked again.

This happens even when I boot up without the usual startup programs.

Any answers?

The file gets locked by the outlook.exe process. Does this process run when
you get this error? Software like for synchronisation and faxing will also
start Outlook in order to fucntion correctly.

This locking occurs when the Fax software (WinFax Pro ver 10) in not active as a process. I'm not sure what you mean by "syncornazation". And by the way, Outlook still works normally.
