Outlook fails when changing user

Outlook 2002 works fine when any of 4 users boots the computer. But if we
then log off and change to another user account, Outlook will fail to connect
to the POP3 accounts we use. If we re-boot, it works fine again but only for
the first person to log on. This has only happened in the last 3 week, and
has worked for for the previous few years. Anyone know what is happening?
 
Outlook has Connection settings that CAN be set to use the same one used by
Internet Explorer, or Not. I would guess the users are set to use a different
connection than the default IE connection. I don't own OL 2002 so my path to
that probaby varys from yours.
 
Thanks Mark. None of the settings has been changed, and I think something is
corrupted. Unfortunately I no longer have access to the disks to re-install.
I tried rolling back the system using system restore, but it just came up
with a message to say it couldn't be completed - no reasons. If I start
outlook and get my e-mail, shut down outlook and log off, then the next
person who logs on can't get their e-mail once they open outlook. It never
did this until recently. If I leave outlook running and log off, then the
next person can get their e-mail. Weird.
 
King of the hill for Outlook problems is the www.slipstick.com site. You
might try looking at their help files. Something is broken in the Outlook
profiles. I don't know if it would be practical to rebuild new Profiles for
everyone, and import the old data. Lacking original media for the Outlook app
is hard to overcome.
 
Thanks for the steer Mark. Slipstick certainly seems to be a very
comprehensive site, and I have learnt a lot from it. But for all that, I
wasn't able to find a record of a fault similar to that which I am
experiencing, and it appears I can't post the fault on there for comment. I
can live with it but it is very annoying - we each have to re-boot the
computer to retrieve our e-mails instead of just switching users. Thanks for
your generous help.

It's at least comforting to know I am not alone! Like you, I haven't found
any information on the internet describing this issue. Unlike you, I don't
have access to the original installation disks. I would like to know if
re-installing solves this, as I would consider buying 2007. In the meantime,
if I find an answer I will post it here.

I've been doing a bit of work on this since my original post. There was a
suggestion that it might be an issue with Profiles so I have created new
profiles for each of the users, but this has made no difference. I am
running Outlook 2002, Norton 2006. I think this is a problem with Outlook
having become corrupted, but unfortunately I don't have the source disks to
re-install it.
 
I've been having the same problem for the last week, since I reformatted the
hard drive and reinstalled Windows. I thought it was something I'd done. I
have Outlook 2000 and Norton 2006. I tried switching to Outlook Express,
thinking maybe it was an Outlook problem, but the same thing happened.
 
I've tried a few things, with limited success.

Yesterday, i used the repair function on the office disk, and it semed to
solve the problem. I immediately created a restore point, and then restarted
the computer. The problem came back. I restored to the earlier point, and it
seemed to work again. After a few more restarts, the problem came back, and
restoring no longer helped. I tried the repair function again, and it doesn't
work anymore, either.

I tried disabling Norton email scanning, but that doesn't help either.

The error message I get is "unable connect to the server.... Error number
0x800ccc0e. When I did a search on this error code on this discussion site, I
found several users of Outlook Express (I use Outlook, but checked and found
the problem also occurs for me in Outlook Express) who have complained about
this in the past week, so I wonder if this is a more widespread problem.
Perhaps some recent Windows or Norton update has created it?
 
Well, it's an improvement. Now the problem comes and goes at random, and
doesn't occur ALL the time...
 
This fix for Norton does sort this problem out - it re-installs Norton 2006
with the latest version from scratch. Norton then downloads all the latest
updates via Liveupdate. One interesting side effect is that Outlook then no
longer appears in the list of programs allowed by the Norton firewall to
access the internet. I just manually added it and all was well. The look of
the Norton dialogue windows is different, but it is OK and has the same
features and maybe a few more. Good luck!
