outlook express

i've tried setting up my outlook express many times, but it
still cannot send/receive e-mails,
it displays these messages wen i try sending...

The host 'SMTP' could not be found. Please verify that you
have entered the server name correctly. Account: 'POP3',
Server: 'SMTP', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 11001, Error Number: 0x800CCC0D

i can now send e-mail but will not allow me to receive
them, i have looked on the microsoft support sites but none
are of help

Try the support pages for your ISP. They usually have detailed directions
located there that tell how to setup Outlook Express with their email
servers.
 
My problem is exactly the opposite. I can receive mail all day and connect
to the microsoft news server. I cannot send any email, nor can I connect to
my ISP's news server. Now what?

Something is not right in your settings. Have you double checked with the
ISP for what they want entered as account info in OE? Directions vary from
one ISP to another. Some servers use SPA (MSN does anyhow), some do not.
Most will require password authentication and they may want you to enter
the user name a bit differently than your email address.
