i would like to setup OE as my newsgroup reader, would somebody be kind
enough to point me in the direction of the information i need to do this
task.

Your ISP should have a Support page with a walkthrough on the needed
settings for their newsgroups. To get the MS site, just click on the
following link, and, unless you have another program associated with
news groups, OE should open and set itself.

You need to find the address of the groups you want. This one is
msnews.microsoft.net.
Tools, Accounts, Add News, and fill in the blanks. For your email name,
use invalid.invalid.invalid instead of your real email address or you'll get
lots of spam.
When it asks for the newsgroup name, tell it msnews.microsoft.net and
click OK. If all went well, you'll be asked if you want to download the
newsgroups; anwer OK. After they've downloaded, you can search, subscribe,
and so on.

See if your ISP doesn't have some help; if it's VZ, I know they do, and
there's an extra step you have to do for the VZ newsgropus - mainly
authentication.
