I got this message from TampaBay RoadRunner:

"Warning: Your e-mail storage quota has been exceeded. This quota includes
all folders, not just your Inbox. Please save your e-mail to your PC and
remove it from the server or new mail may not be received.

This message is auto-generated, please do not reply."

You have your Outlook Express set up to leave a copy of messages on the
server. Uncheck that option or check the option to remove after (x) number
of days.
Then follow your ISPs instructions for logging into their WebMail server and
delete the current messages, including any stored in the junk/spam/trash
folders.

In Outlook Express, go to Tools/Accounts/Mail Tab. Select the RR email account and select Properties. Click the Advanced Tab and remove the check mark from the "Leave a copy of messages on server" option.
