Try disabling the email scan for Norton and reset the server settings to
your ISP's correct server address under Tools/Account/Mail tab for the
particular account. Email scanning does nothing but slow your mail
retrieval down and is not any added protection since your AV program
will
warn you if you attempt to open or save an infected file (assuming you
keep
it updated).

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

Disabling Email Scanning does not leave you unprotected against viruses that
are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To
make sure that Auto-Protect is providing the maximum protection, keep
Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.

The mention of FAX is troubling, email shouldn't use any FAX
protocols.

SSL is secure socket layer, if it is set to send using SSL
and the server isn't that will give an error. Your email
server is the smtp server at the east region of cox.net

Call Cox customer support or check their FAQ/Help pages to
get the correct settings for your account. This will
include server names, settings, your email address and
password.
