I have just installed WIndows XP on my Dell and I do not know how to re set up my Outlook Express
When it ask me for the POP3 address and the STMP address I do no know what to fill in. Can someone help me?

That information depends on your Internet Service Provider, it could
be for example:

smtp.www.myservice_provider.com

I suggest you contact your ISP to get the exact information.

Give your ISP a call they are the ones who can provide you with that
information. Also, you might check you ISP's home page help area you might
find the info there also.
