Outlook Express should have a password system like Hotmail does for a
password to expire after so many days, a password tip help section to make
stronger passwords, and a password meter to show how strong your password is.

Hotmail isn't a mail client - it's a website you can check your mail on.
It's controlled/secured by logins and passwords.

OE is just client software and doesn't have a password unless you set one -
except for your e-mail / NG passwords.

Your Windows password may be able to be set up to expire/warn you, if you
use an NT-based OS with a domain.
