outlook express problem

whenever i try to send mail i get an immediate error
#0x800ccc0f connection terminated response. No problem
recieving though. tryed restoring to earlier time but
cant restore. Two things different today than any other
day is mcafee updated with pop up blocker running (i
think). and just installed new video card with direct x9.
any ideas?
