outlook express identitiy switching problems

We use Outlook Express in a small office on one computer.
Each person has an identity for their own email. We have
found that after switching identities the current user
will receive mail for another identity. Also there are
times when you cannot switch identities, it stays stuck in
one identity and you have to reboot the computer.
We are using:
OE 6.00.2800.1123
XP sp1
IE 6.00.2800.1106.xpsp2
and as best we can tell have installed all patches.
