On my HP Notebook Windows XP Home (OEM)Outlook Express
gets stuck at receiving mail....
When double clicking the OE icon, it loads and goes to
receiving mail, but does not go any further. It does this
whether there is mail or not. Any help with this will be
greatly appreciated. Thank you.

OK..something else is missing from your post. How do you know if you have mail?

Do you receive a messgae about failed to connect or receive.

ANyway, a shot in the dark..

You should try checking that your email account is correctly configured especially as to POP / SMTP severs, Username and Password.

I know I do not have mail by either logging onto
Verizon.net and checking it on their mail server or
checking it via my PC. I checked all settings and they
are ok. Also, when it shows it is 'receiving mail',I
click on receiving mail and a window opens that shows no
errors, and it is receiving mail but in the download
progress bar there is nothing.

After I posted this thread I logged on OE and it
loads, 'checking for mail', then goes to 'receiving
mail', and that is where it stuck for about 1 hour with
no error messages. The only error message I get is when I
stop OE and get off the Web.

I checked around and could only come up with one
solution, "Windows Repair." There must be a way to
uninstall Internet Explorer with Outlook Express then
reinstalling without doing a repair.

I have done one repair, I don't remember the specifics
but I know it is a long and time consuming procedure with
all the Windows Updates and etc. I hope there is someone
out there that can help me out without doing a repair.
Thank you.

I fixed it, I think. I ran SFC /SCANNOW on the HP and for
whatever reason it works as advertised now. Thank you for
your help.
