outlook does not recognize my address book

whenever i open a new email to send, i will click on the 'to' button to
insert addresses, nothing is listed in the dropdown menu. there are no
addresses listed. when i go into 'properties' for contacts, the box to check
to make 'contacts' the address book is not highlighted and i can't make that
selection. i'm not sure what to do to make 'contacts' recognized as the
address book.
 
Make sure the Contact folder is enabled as an email address book,
right click the folder choose Properties and Outlook Address Book ensure
checkbox to enable as email address book is checked; if this is dimmed or
greyed then go on to No.2

2. Go to Tools > Email Accounts > check "View or change existing
directories or address books" > is the Outlook Address Book present > if it
is present then remove it close and restart Outlook and then re-add it > if
it isn't present then add it > close and restart Outlook.

3. Check that the Contacts are being seen by creating a new mail message
and using the To button
 
Thanks Noel. I tried that, the check box was greyed. I followed step 2 and
was able to delete the address book, but when I tried to re-attach the
outlook contacts, I was given an error message stating that the folder may
not be configured correctly. It wouldn't let me connect the address book to
the email. What next?
 
Not I. That error message indicates that the connection between the Outlook
Profile and its data source is disrupted. Detect and Repair won't help that.
I see two choices for the original poster:
1. Provide enough information on how you created and configured this profile
to allow us to troubleshoot. Always include your Outlook version when you
ask questions. Explain how you deleted the Outlook address book when the
option to add it was not even activated in the first place.
2. Create a new profile from scratch taking care to connect your Outlook
data correctly. Again, specific instruction are not possible since no
version is provided.
