OUTLOOK cannot send or receive files

I need some help, I was not able to send files with pics, then i messed
around with firewalls and tried different things, then I reversed everything
that i did ( or so i think) and now i can't even receive any e-mails. i
don't know what to do , i am not that great with internet connections and
firewalls etc. Can someone please help me!!!!!!!
 
Considering we haven't a clue what type of firewall, AV or how you connect
to the internet, as any or all of these applications put hooks or add
proxies to Outlook and Outlook express in order to scan for viri, malware,
spyware, etc, we couldn't begin to explain where to even look!

One suggestion, if you have system restore active, you may wish to restore
to a point back before you messed around with different things.

Second suggestion, is if you know you aren't great with these things, either
have someone knowledgeable do them or be prepared to do without possibly for
a while until you can figure out how to fix it, or be prepared to reinstall.

Third, I'm not knocking you for trying, great job, but sometimes it's best
to sit there with pen/paper and write down each and every setting changed or
do a system restore snap shot before hand, in case you mess up, you can
restore to before and be working again.

Also, if using Outlook, not Outlook Express, from the menu, select tools,
options, security tab and click the "Change Automatic Download Settings"
button under the "Download Pictures" section of the screen, and change what
you like. Also, if running XP Pro and you've installed the Outlook or
Office Admin templates, you can go into Group Policy and select which file
extensions you wish to allow to be downloaded.

Okay, thanks for your opinion, but I did manage to fix the prolem.
Apparently I am working where there is no high speed internet and I was not
aware that dial up would take 1-2 hours to send one e-mail.
