When I close Outlook it seems to "forget" it's list of
names to whom I have sent emails. I have the "Suggest
Names While Completing..."option checked and after sending
to a name, the next time I start typing the name is
suggested. But after I close Outlook and reopen it the
names are no longer suggested until after I send to them
again. I have tried renaming the nk2 file but the problem
persists. Any help greatly appreciated.

I have already tried deleting the profile as well and
that does not work either. Any other suggestions?

Not possible.
If you create a new Outlook profile correctly, a new NK2 file will be
created. That's what fixes the problem.

In order to create the new profile I removed all profiles
from Outlook, rebooted, and created a new Outlook profile
by opening Outlook and following prompts. I connect to an
Exchange server. Because the nk2 file resides in docs and
settings\username\app data\microsoft\Outlook, I recreated
my NT profile as well, but still no nk2 file in that
location. Running a search on nk2 files brings up several
for other user profiles, all in the same place, but none
under my profile. (This is a work computer used by several
people.)

Not sure I follow. You could not open Outlook without a profile, so how did
you open Outlook to create a new profile?
You should create your profile from the Mail icon in Control Panel and make
sure it has a different name from any other profile you have ever used.

Then autocompletion should start working again after you populate a
sufficient cache.
