Outlook automatically accepts invitations, how do I stop this?

My Outlook automatically accepts invitations without giving me a chance to
make the appointment tentative or decline it. Is there a setting to change
this?

Yes. You don't state your Outlook version. In Outlook 2003, click
Tools>Options>Calendar Options>Resource Scheduling and uncheck
"Automatically accept meeting requests and process cancellations".
 
Thank you. However, the setting on my Outlook 2003 was already un-checked.
Also, this phenomenon is happening to everyone else in the office. Could the
problem be with a setting in Exchange?

Sure. I don't know for a fact that it is, but you said "could". Since
delivery receipt requests are handled by the Exchange server, it makes
sense.
