What Outlook Add-Ins are there available for Automating
automtically removing attachments from emails and place
them in a file in a folder and then provide a link to
that file within the email message?

Based on my knowledge, I am afraid there is no built-in function or
Microsoft add-ins for Outlook to achieve this goal. So, I suggest you use
Outlook Marco or turn to some third-party tools.
