Outlook and Windows Security Settings

I have just run out an upgraded SBS 2003 Premium (from SBS 4.5) and a couple
of problems that remain are:

Outlook Security. Previously I had installed the Outlook 2003 SP2
Reduced Security registry fix, and "Outlook Security Settings" Public Folder
to allow my programs to send email through it. Now it seems that even
though this setting is still in the
Registry, it is not working. Is there a Group Policy overriding it?

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Security]
"CheckAdminSettings"=dword:00000001

Outlook "object model guard" security is not controlled by any policy
settings other than the one you cited.

Is your Outlook client using Cached Exchange mode?
 
No, they are not in Cached Mode

Anyone else? I still can't get it to work like it used to.

Are your folks using Outlook in a classic online configuration or offline,
with offline folders?

What is the "Outlook 2003 SP2 Reduced Security registry fix"?

Have you set up a default security settings item? WIth what settings?
