Outlook and IE6 Password Problems

I'm using windows XP and whenever I try to save a
password in IE or the passwords to my email accounts they
don't save. I contacted Dell Tech Support and they were
as helpful as a wart on a frog, but they did send me the
Knowledge Base from Microsoft Tech Support to try about
corrupted password files. After doing a 3 day search for
the corrupted file, I could find no evidence of a .pwl
file anywhere. Any ideas what I can do to correct the
password issues I'm having?

Already done:
1. searched for .pwl files to attempt to delete corrupted
files. Found no .pwl files on computer.

2. Set IE to inline auto complete to save passwords.
Still no go.

3. Screamed and cussed at laptop..not helpful.

This fix applies to Outlook and other programs that store passwords
in the Protected Storage System Provider sub-branch of the Registry.
It also corrects some issues with Internet Explorer and Autocomplete.

Stop looking for .pwl - it don't exist

Click Start, select Run
Type in: services.msc
Scroll down to Protected Storage and verify that the service is started
