outlook advanced signature editor uses notepad instead of Word

I am trying to install a graphic with my signature in Outlook 2003. I prefer
to use HTML as my format, but it will not allow me to edit with graphics
since the "advanced email editor" is word pad by default. I cannot determine
how to change this to Word. The website support recommends that I go to
Tools: Folder Options: File Types, then make the change. I cannot find the
editor to change.

Any suggestions?

Do you have Word 2003? You must have the same versions of Outlook and Word
for them work together-- editor, spell check, etc.
