Outlook 98/Button on Toolbar

Greetings,
Is it possible to add a button to Outlook 98's Toolbar that allows the
user to change the language for spelling?. I think the only way to do
it is to create a VBscript and assign it to a button, but I am open to
suggestions.

The only toolbar customization available in Outlook 98 is to add/remove the existing commands.

OK, here´s another approach: is it possible to customize a New Mail
form, so it will automatically default to a certain language (for
spellchecking purposes) when launched?.

There's nothing in the form itself that I know of that makes it language specific.
