Outlook 2007 HTML messages display as plain text

Just installed Option to do so is NOT checked. How can I fix this so that
messages disply as intended?

The usual culprit is your antivirus program. If you have AV configured to
scan mail, it can interfere both with the reception of the mail and the format
of the mail. Uninstall your AV program and reinstall it without any mail
scanning.
